Drain problem in new house

HELP!!!!

just want to know if anyone can point me in the right direction,

i live in a new build house was completed july 2009 and i have had it since new, i rent it from the housing assoc although they were not built as social housing.

the drain keeps bloicking causing the toilet to block,this has been happening fairly regularly since we moved in maybe every 5 weeks or so, the first couple of times we just unblocked it, i reported it to HA in nov and they sent the building company to unblock it, they returned again just before xmas to unblock again, i have been chasing them up ever since to fix it, (it has blocked at least once since then aswell)

so where am i at now, basically southdale the company responsible for the houses (as they are less than a year old) are saying the contractors should pay and vice versa, nobody is disputing there is a problem with the drains and i have had cctv done to verify this, the problem is basically noboody seems to want to stump up to fix it

i keep in regular contact with HA who seem fairly powerless to some extent and am currently waiting for a call from southdale and i have been told they are going to inform me they are waiting on information that will be through in the next 28 days!! :mad:

i just want to know what i can do, do i have any rights, is there anything i can do other than sit and wait!!!!!!!

any advice appreciated

    You can contact your local environmental health they will then serve notice on who ever this problem should be fixed by and set them a date that they have to do it.
