is it legal to hand out somebodys personal details though? - ebay have to comply with the Data Protection Act and i would assume this would come under Data Protection?

They only hand the details out if you are involved in a transaction with them, and the other person gets a copy of your details at the same time. I would have thought that eBay will have made sure that this complies with the DPA.

Why you want to dispute with the seller?

ebay advises you to try and make as much contact as possible with the seller/buyer before entering into a dispute including pulling the details and contacting them by phone, hence why this option is available. The OP is simply asking how to do it, unless she wants to say so, it's none of our business why she wants to enter into a dispute. !!
