is this a scam?

hi

i listed a few things on ebay and marked them as dispatch to UK only. A buyer from Bulgaria then won one of my auctions (in the last 2 seconds by the look of it) and i messaged them and said I only post within the UK. Today they have messaged me and said they have a UK address but i dont even know if it will be verified through Paypal. They havent paid yet but Im just wary of the whole situation. Ive been stung by international buyers before. The item closed at £16 including postage. Im not sure exactly what to do.
Any advice greatly appreciated.

    Some international buyers are merely buyers who registered in there own country but can reside elsewhere.

    All you have to ensure is the Paypal payment says SAFE to send. The address does NOT have to be verified any longer.

    Have you set your seller preferences to exclude those from bidding in countries you do not send to. If you do this they will not be able to bid

    i thought that i had. when i started the auction i stated UK only and it came up saying it would be listed on UK only ebay. I just have a bad feeling about it all.

    it may be only listed on ebay uk,but anyone in world can surf into this site wherever they are.I think you have to go into seller preferences to permanently block overseas bidders,not just rely on putting it in an auction listing.

    no its not the same person. They have paid via paypal and paypal said safe or ok (something like that). I will post it tomorrow, fingers crossed.
