best way to make a small lawned area?

hello
i live in a terrace house with a medium sized back yard which is concrete and paving slabs.
i want to create a small grassed area for my dog, as its rather bland as it is. i lifted one of the slabs and there is only sand under them, not soil.
if i dug down and filled the area with top soil then laid turf, would that work - would the turf take?
any other ideas would be helpful

It would take ok if you break up the hard pan and if excess water can drain away. Just bear in mind that dog wee burns patches of grass to brown. Weeds take full advantage of any bare patches. A small lawn draws the attention and gets a lot of use so it could look battered in a short time.
The cheaper way is to grow a lawn from seed but the big advantage of turf is it's an instant lawn. To help it get rooted I sprinkled a layer of bought soil based compost in the topsoil.No longer half of Optimisticpair
