Reclaiming PPI on Car HP with Welcome

I purchased a vehicle through Welcome car finance back in January 2006 and at the time did not have a fantastic credit history :(

However I like many on here was told I had to have the PPI otherwise I would not be able to get the car financed so like a idiot I believed them. All went ok until Dec 08 when I had a serious car accident and wrote the car off, however I stupidly cancelled the PPI in August 2008 so had to make the payments myself, and was not able to claim obviously.

I since defaulted on the payments but the insurance company paid out over £2000 to welcome for the total loss sustained to the car. However it came to light that I actually paid 2.5 years worth of PPI so I thought I would attempt to get this money back.

Welcome are still pestering me for the money outstanding which is £950 but surprise surprise they can now offer me a deal where half the outstanding amount is due and my debt will be free and clear! I have sent a letter this morning registered post to complain the PPI was mis sold for the above reasons. I spoke to them also and asked why they only want half the balance and they said as the car is no longer in my possession only 50% is payable and they do this with all customers in the same situation.

I am waiting to see what they say about the letter and will post any information relevant on here.

    I received a letter today from the Complaints dept @ Welcome, basically they have said that the PPI was arranged by a broker, in this case it was the car dealers I purchased the vehicle from. They have kindly provided their address for me to contact them.

    Are they telling the truth, I know the agreement was faxed through and I signed it but I specifically was told the finance wouldn't be possible unless I purchased the ppi, the car dealer wouldn't have had that authority to say??

    Please help!
