Laptop with BT

I know NOTHING about laptops
My elderly neighbour,like me has a regular computer and pays approx £30 per month to BT for broadband,calls rental etc.he wants a laptop and has been approached by 3 offering a deal inc calls £21 per month.
Am I missing something ?can't he just go and buy a laptop and "connect" with his pc/BT ?as I pointed out he already pays for his calls in his BT package HELP PLEASE:(

    yes he can go and buy any laptop as long as it has wirless and use it on bt

    3 are trying to sell him a mobile phone contract
