You'll need to provide more details. As different manufacturers\suppliers (assuming it's a manufacturer\supplier installation) put different things on their systems. You will need to also supply the location of the folder ie: c:\programfiles\utils? Or whatever, not to mention what's in the folder or you could just look at the spyware\malware sticky at the top of the forums and run Hijack This http://www.spywareinfo.com/~merijn/ then post the resulting log-file into a follow up post and let someone wade through it.

To answer your question. 'Utils' is an abreviation of 'Utilities'. If this is a folder that has just appeared somewhere, then in all likelihood its spyware\malware. But you don't know for sure, so untill you do treat it as something that's supposed to be installed and wade through the spyware sticky above.

It is a folder on c drive and has always been there and is called an application
