PCN local council - wrong registration

got issued with a PCN for failing to display ticket by Barnet Council (true - i had forgotten to buy one). In any case, upon inspection i realised they had got the reg wrong on it. Instead of an 8 they have a 6. Do I need to even bother appealing? They can't trace my car from that registration number. Fine is £30 if paid within 14 days. My concern is that if I do nothing then they may have taken a photograph and will realise they put the wrong reg on the ticket and I will be wasting my time as they will say i'm still liable.

As far as I'm aware the wrong reg invalidates the PCN.

Wait the 14 days, don't contact them, & if you receive a Notice to owner appeal on the grounds "The contravention did not occur"

    Keep the PCN safe!

If they have a photograph with your car showing the registration number and displaying no ticket, then this might be admissable as evidence in court.
I think 'minor' mistakes are allowed on the PCN, but not sure that an incorrect reg. number is considered 'minor' or not.

    There is no court involved.
The wrong VRN is fatal to the PCN. The Council cannot re-issue.
Keep the PCN safely in case they do attempt this through what councils call 'an administrative error'.

Is it morally OK to not pay the fine on a technicality? The OP does admit that they didn't buy a ticket.

Whether it is moral or not to pay, it is entirely the decision of each individual. Legally it is perfectly fine not to pay.

There is no fine, it's a fixed penalty charge which has been incorrectly issued and is therefore invalid. Morals have nothing to do with it; this is a money saving site, try moraldilemmas.com if you want to discuss that sort of thing.

Out of interest (and I'm genuinely not being obtuse), what's the difference between a fine and a fixed penalty?
