Into the bosses office asking for a quiet word. Explain that one of the reasons why work isn't getting done and extra people are being drafted in is because........(explain about guy/girl fraudelently claiming worked hours).

Could also be that the manager hasn't received manager's rate of pay yet?
This happened with my x, he was promoted to manager but took several months to get his pay scale sorted out. As a result he had to claim overtime to make up the difference.
Not strictly legitimate but was the only way he could get paid for the job he was doing.

I have been given a pay rise but cannot officially have it done yet so i get paid 'overtime' to make it up.
Your boss does sound slightly excessive though with that much overtime being claimed so i think you should mention it on your exit interview.0 -
I'd only tell anonymously. If you have a quiet word with the boss as someone suggests, even if they find it's true and discipline the person you will be deemed to be a trouble maker and untrustworthy, not a team player etc etc and they will find a reason to get rid of you.0
