Hmm, yes , what confuses me though is that if the OP moved house then his circumstances would change so I find it odd that his assement would not change or that he could not request a re-assesment.
As someone posted earlier , when the child turns 11 they do not suddenly cost less to raise, yet if the NRP won £millions on the lotto or got some other windfall the child suddenly costs more and the get a re-assement alerts would be flashed

In either scenario, any reassessment would have to be triggered by either the PWC or the NRP.
In the first case there is nothing to stop the NRP from requesting a change in circumstances once they have moved house.0
