Covenant Tenancy Agreement Broken

HI guys, I was hoping someone could help me. I've bought a flat with Bovis and there are 16 flats in all. We all signed an agreement not to have pets, not to put washing out etc. However, within the first 3 months of moving in one neighbour as got themselves two cats, one being a Tom which is spraying everything and is always on the balcony Meowing and the other one has a puppy which seems that it can never get out of the communal door in time to pee. I know its not the pets faults, obviously, however come the summer the last thing I want to be doing is smelling pee!!
As its written in our contracts, I spoke to a lady who owns the dog and she said she had permission to have an animal from Bovis head office.
I am more annoyed now than anything as Bovis seems happy for people to have pets, although their agreement states otherwise. I'm wondering if there is anything I can do with Bovis.
I'm not an animal hater just dont want my block smelling!! any advice on how word my letter to Bovis would be a great help.

Have you checked your long lease to see if you are not allowed pets or not allowed pets without permission? Have you checked with Bovis/ the managing agent that there if written permission has actually been sought? Have you reported the problem with the cat spraying and dog fouling indoors to Bovis the managing agent and asked them to take action against the offending leaseholder?
As far as composing a letter if you feel there has been a breach of your long lease, then quote the relevant sections of that document. If consent was given, it would be worth querying whether the leaseholders were given permission to have a pet in their flat, or also in the common parts/ on the balcony. Do you have any guests or neighbours that are allergic to animal dander and are these pets causing health issues for them?

Thanks Fire Fox - The lease does state Not allowed pets. I have emailed and written recorded delivery to the tenancy people a month ago regarding this problem but have not heard anything and today I was told by the sale's rep on the estate that the people concerned asked her if they could have pets and she said to check with bovis - three weeks later they came back and said Bovis agreed!!! - although the tenancy agreement is with Chamonix Group.
I have just resent letter the same letter to bovis putting in a paragraph that I have previously written to Chamonix.
