    Hi.
You say you want to run it on Bio diesel, do you mean veg oil? If so, you will need one with a bosch fuel pump. Look for a Citroen/Peugeot, VW tdi Golf or Passat or for the absolute best a Merc 190 2.5D. If you buy something that has a Bosch in line or rotary pump, you won't have too many problems. A lucas pump will work on Bio diesel but not veg oil.
Try looking on as many biodiesel sites as you can:
    http://www.vegetableoildiesel.co.uk/forum/index.php
    http://www.bio-power.co.uk/
These may be of help and will give you all the info you need.
    Good luck.
    Russ.

I'd recomend a Seat Ibiza diesel - they have the reliable VW engine & gearbox (same as a VW Polo I think) and are built as solid as a brick ****house - but are usually considerably cheaper than the VW. I don't think you'd get the Turbo version on your budget though.

Get a Peugeot 306. Great little motors (I'm biased, I own one.)

I also recommend https://www.pug306.net for advice, and in your case, have a look at the Sales pages of the forums and see if someone is selling one that you may be interested in.
