What are my options

A laptop I was selling on ebay has been snapped up at the buy it now price, great, but.....

The buyer was registered on the day of the sale
The buyer is from a fake looking american addrees
No contact
No payment
I said in my listing UK only
The buyers name is klosed5 :mad:

Looking here and the ebay site it looks as though I have to wait a week before I can report, and longer before I can relist.

What do you guys think to me starting another listing, as I am sure this guy wont be paying?
Also can I speed things up by stating that I said UK only, and he breached this condition?

Just file a dispute, and enter buyer wants item shipped to country I don't ship to. You don't have to wait the week then.

Needless to say that the idiot has been removed from ebay.
