Good fences make good neighbours...

Not sure yet if this is a vent or plea for help.
We own an ex council house and keep the fence we are responsible for in good repair but our neighbour on the other side doesn't.
They have a post and rail "fence" with conifers that have pretty much destroyed it leaving all kinds of gaps which our dog can get through. I've plugged as many holes as I can but as it is mostly holesthe dog keeps getting through. This is on top of the whole thing looking a real mess. To my knowledge it hasn't been touched for twenty years.
Under the deeds of the property we are obliged to keep the fence we are responsible for in good repair but this neighbour just shrugs and mutters about the cost.
I spoke to the council, hoping that as an ex-council property they might have some sway but no joy there. They said I'd have to go through a solicitor - if I could afford that I'd offer to put the fence up myself. As it is I have offered physical help with cutting down the conifers (which would be a fairly big job) and putting up a new fence if they are willing to pay for it but they seem reluctant. From their side it doesn't look too bad, just like a conifer hedge, from my side it's awful.
Like I said, I can't afford to pay for much, someone has offered to put up some cheap posts and chicken wire on my side which might keep the dog in but I'd prefer it not to look like steptoe's yard.
Any thoughts, folks?

There are some very pretty climbers that can grow up chicken wire, but do not make the mistake I made and plant Russian Vine also known as Mile a Minute. It can grow six inches in a week.Ankh Morpork Sunshine Sanctuary for Sick Dragons - don't let my flame go out!0

Plant your own side with conifers or hedging or bamboo?
You can't make someone fix a fence as they don't have to have one at all. If you have a dog its up to you to keep your dog contained not them I'm afraid. Not everyone is as efficient as yourself at keeping their house in order unfortunately, so I do sympathise0 -
We have the same sort of problem. Neighbour had a 3ft high picket fence style thing and a HUGE boxer dog. Despite numerous pleas nothing ever happened so we just erected a 6ft high regular fence on our side of his fence
We've lost about 3 inches of our garden but at least now his boxer can't jump the fece any more :T

My nan did this and it grew down the street :rotfl:0
