Quick one - can you get feedback from a NPB removed?

As stated in the title of the thread, someone on another forum has posted that a npb bought an item from him, then left negative feedback 5 minutes later saying that he's pulled out of the deal because the seller is dodgy. The seller isn't dodgy, by the way. So, if the seller files a npb claim with Ebay, can he get the feedback removed, as well as claiming the listing fees back? Obviously, he has to wait 7 days before filing the claim, but the buyer left feedback within 5 minutes of the auction end, stating that he's not paying.
In a rut? Can't get out? Don't know why?

    If the seller files a NPB dispute and the buyer doesn't respond, I think the rating will be removed.

    If the buyer has an axe to grind, they may well respond to prevent this.

    The seller has emailed the buyer, but the emails just bounce back. I've told the seller to report the buyer for having incorrect contact details, too.

  • Quick update on this. The buyer has now done this 5 times with 5 different accounts. The seller now has 5 negative feedbacks in a row. Same thing each time - buys, then leaves negative feedback within 5 minutes. Also, the seller thinks it's actually an american (as the bids were between 7pm and 6am this morning). The person he thinks it is is selling the same thing as him, but with shipping from the US. The accounts are all registered in Germany, with a web.de email address. Also, two of the accounts (the original one and a later one) have the same contact details. They are both selling on Ebay.de.

    What can he do?

    Select: Problems with other members > Continue > Problems with buyers > User is bidding/buying to harrass seller > Continue > Email Us

    There's a report link at the bottom of this, to remove the neg:

    Select the option "Member who won an item solely to leave negative feedback".
