Specal Delivery - Is this Correct

                    Morning all
I sent an item special delivery on monday at 9.30 am..i have the receipt here and it says
Special D by 1...meaning i presume by 1pm next day and not 9am....i didnt specify times at the counter, i just asked for special delivery..it cost me £4.95 to post.
I have tried to track it as i am sure it should have arrived by now...it says
'Your item has reached the delivery office and is out for delivery.
We can confirm that your item left the delivery office this morning and should arrive shortly if it hasn't been delivered already.'
Am i not correct in saying that it should have arrived by now..if so, how to i go about applying for a refund?

            Phone Royal Mail, hold on until you can get to talk to a real person and get them to check for you. Special is usually reliable, it only failed for me once (item arrived but never updated past 'out for delivery'). the SD items need to be confirmed by a certain time but its after 1pm
remember if they are not using PDA's then it wont update in real time

This may not apply but if your sending off the UK mainland NI, Scottish Islands Isle of Wight etc SD is not guaranteed for 1pm only before 5pmPhone Royal Mail, hold on until you can get to talk to a real person and get them to check for you.             Hope its turned up by now, it could be that they tried to deliever it and the person wasn't in, they would leave a card and then you'd have to wait for the person to collect it from the sorting office.

            Hi..thanks for all the responses...after a laborious conversation with a machine, i got thought to a human.
She says that it is currently in the system and that no signature has been received for the item, or tried to be obtained as of yet.
I have been given reference numbers etc. and an investigation will be carried out.
I am able to apply for a refund..( can this be done online or do i have to hunt down a form from the PO does anyone know ??) thanks

There is only one standard RM claim form and it barely fits all the things you can claim for, so you'll struggle to make it fit. However ask at a PO for the standard PO claim form.   It says on the Royal Mail site that i can apply up to 3 months after posting, and the amount varies on the delay. Extra £5 for 24hrs after guaranteed time + £10 if additional 7 days late.
But a claim for lost post has to be within 14 days...i will wait a bit longer.
What shall i say to the buyer..They have not contacted me, which i think is a bit unusual.. shall i just say that i have tried to track/phone etc..i dont want to refund..how long should they be waiting??

TBH its more than likely been delivered and its human error or a software crash at the delivery office
with the (very) old guns if they crash before oyu confirm an item but after it is out on delivery thats it
you have no way of recovering that data to confirm it as delivered0
