Removal of EDF Key Meter!!!

My sister moved into a flat with an EDF electric key meter, 10 years ago, which means she has to pay the highest tarif.
She is claiming benefits so needs to budget carefully but has never had problems with bill paying.
She has asked and asked for the meter to be removed and to pay by direct debit but they tell her it will cost hem £100 and they cannot afford to remove it so she has to contiue to pay the highest charges.
Can anyone tell me if she can put pressure on them to get it out?

I would ring round the other suppliers and see what their policy is and get her to switch.:AWill be debt free by 2012:A0

I t is worth noting that the utility companies now cannot charge more than the standard rates for credit meters on quarterly billing.
Since she is on benefits she will qualify for edf's social tariff which gives a discount on the standing charge and the unit rate
