I think you'll find that the kits etc are priced to the ecomomy of that particular country which FM are in

If you want to sign up in the UK it'll be an investment of £9.50 plus p&p for the mini kit,(20 samples of the most popular fragrances) or if you want the full kit it's £49.99 plus p&p.(all 163 samples plus catalogues and stationery) No requirement for a website nor to advertise.
