I dont think its to save the insurance companies money at all, think of it this way, if you were abroad and you got a stomach upset or a cut, or fell over and say cut your leg, you would go straight to a hospital for treatment, you really wouldnt actually want to fart about ringing insurance companies, waiting for faxes coming etc so I would say its more for our (the patients) benefit really.
Just my take on the matter.

I brought this scam to the attention of the Department of Health over a year ago in the hope that they may be able to regulate - unfortunately there's nothing they can do about it.

It's still down to the individual to be vigilant!
