Petsas do have an office in Paphos and most other towns on Cyprus, but only the offices at the Airports are 24 hour. I'm afraid I can't tell you where the office in Paphos is as we go to Limassol, but as it's a Cypriot firm I'm sure someone would be able to tell you.0
