Does window need replacing

Two front windows (lounge/main bedroom) were double glazed when we bought our flat in 2006. Not sure how old they're, but to compare they have black strip around the inside of each piece of glass, including the windows that open. Now my newer windows on the back which we had installed do not have this. Don't know if that helps anyone with the age to them etc.
Now the main bedroom window is a nightmare, in the sense that the previous owner wallpapered right to the frame, which was just peeling off damp when we moved in. We peeled all that off and sanded back as best we could, then painted, but the cornes of the window frame have for us at least becoming impossible to get nice in the sense of build up of dont know what from wallpapering.
The whole plaster around the frame is horrible, spots of mould appear all around it.
Now my question is, could i get a plaster in who could tidy up the window frame making it look nice and then re plaster around it, or do i need to replace the double glazed window completely? The glass seems okay, its all just the frame and plaster around it.
