Breakdown of costs for major work on leasehold flat?

My freeholder is the council. They have sent me a letter saying they are reroofing the house my flat is in (contains 2 flats). There is no opportunity to contest this as they already have a long term contract for major works.
In the letter it says the cost to me will be £2900.
Am I entiteld to a breakdown of what this cost is made up of, or can they just say the whole thing costs X? Without a breakdown, how can I see if they have actually done what they are supposed to be doing, or if they are fleecing me?

It is a legal requirement for council landlords to consult they cannot simply present this to you as a done deal, a full explanation of the process and leaseholders rights here:
