VAT on insulation

Hi,
Just a quick question, well not really that quick..........
Does anyone know about VAT on roof insulation?
I vaguely remember reading on here last year (and now cannot find the thread) that if you have your roof re-done just because you want to add rigid insulation (I have no loft, just a vaulted ceiling and so cannot insulate the loft) can the work be done at a reduced VAT rate?
My house is freezing and my vaulted ceiling just has what looks like a very thin layer of fluff insulating it at the moment and taking the roof off seems to be the only way of getting celotex and then Trioso into my roof.
If anyone has any idea of any money saving grants (I can't seem to find anything except grants for loft insulation) or info on the VAT situation it would be gratefully received. Need to get warm in here!!

Hi, just to update as I have now spoken to the VAT office.
I can claim 5% VAT on the roof insulation and any related work!
They also said that any wall or floor insulation we put in and heating controls can also be charged at 5% - it says more on their website!
Happy me!
Although there doesn't seem to be any grants for this type of roof insulation - only grants for loft insulation which seems a little unfair
