Including Utility Bills - Not yet gone BR/DRO

Hi everyone
I'm looking into either a DRO or going BR - just getting all my research together and have been doing so for some time.
Another debt has cropped up now due to a problem we're having with our electricity bill. We live in a small, one bed flat and had our last quaterley bill was £600!!!!!!! Spoken to Ofgem and Energy Savings Trust who have helped massively and the account has been on hold for the time being - told us we're using double to triple to average for a 3 bed semi and after getting the meter tested no fault was found.... and after switching off the fuse box hoping and praying we were wired to other properties in the block, it turns out we're not. So were stuck with this bill and another one is due soon - so were looking at approx £1200 as a final bill (moving out of the property at the end of the next quarterly bill- cant cope with a lifetime of electricity bills this big).
All my debts excluding this one equal £13,800 and are in my name only as i got these before i met my partner. The electricity bill of £1,200 would take me to the threshold of £15k for DRO so its a fine line between DRO and BR so will be getting advice from the CCCS on this, however this particular bill is in joint names - myself and my partner.
Does anyone know if i can still include this in the DRO/BR without my partners finances being taken into account?
