Painting a outdoor wall & Garden refurbishment

Hi, I have a six foot wall around my garden which is dark navy blue solid brick, and looks really knackered (the condition of the brick is still excellent) however, its doesnt look nice due to the colour. I was wondering if I paint the wall black (with masonary paint) can I paint the mortar any other colour?? and whats the best way of doing this? How is it done? I wanted to paint the wall shiny(ish) black, with gold mortar inbetween. this would go with my future plans of having black steel gates with gold detailing installed. Any advice on prices estimates would be greatly appreciated.
Do i need any special permission to change the colour of the wall?

Also, my garden is boring, of quite modest size, and I was thinking of having it dug up to make a lower level, i.e steps to go down and have a lower sitting area... any ideas at all if this can be done?

    anything can be done with enough money.
    generally your wall color is up to you. but think long and hard about the color. it can look really naff if youre not careful.
    fancy double gates are say 300 quid and upwards. normally come in just black primer. you add the gold detail yourself.

    Thats a BIG job , getting it looking right will take the patience of a saint!

    Big job but getting the lines sharp and clean, virtually impossible. I did same with Orange background then bought 6x6 trellis panels painted them black, and mounted just off the wall. Maybe a option. (PM me for pictures).
