    You are right Im not selling - I just wanted to know if anyone regulates trains to ensure they are not making more noise than they should as the noise levels can be excessively high.

    Well if you google it and look into it ,it says to contact your local train operating company.

    Although I don't think you have any legal standing, a polite letter to the train operating company (especially if signed by yourself and several neighbours, even more so if the problem has started/increased since you moved in) could bear fruit. I work for a company that is closely connected to London Underground and noise complaints from residents are taken very seriously, especially when they relate to noise from increased activity or newly installed equipment.
