Housing Benefit Calculation Query

My girlfriend has recently moved in to a new flat and following an application for housing benefit, has been awarded her £8.88 per week.
We are confused as to how the council arrived at this calculation because by using several online housing benefit calculators, we get a result of around £110 per week.
Her circumstances are as follows:-
- single mother aged 44 with two children 13 & 16
- working 29 hours per week, gross income £191 per week
- tax credits £174 per week
- child benefit £33 per week
- council tax £1300 yearly
- monthly rent on flat £825, private rental
- local housing allowance £207 per week
Does anyone understand how the council arrived at £8.88 per week? When I look at the calculation provided by the council IM baffled as to how they arrived at £8.88 and this seems way off the numbers provided by online calculations, or am I missing some vital piece of information?

Just another point, does she get 25% discount on her council tax and has she applied for Council Tax Benefit aswell?
Do you know what the LHA is for a 3 bed property in your area?
Has she been awarded £8.88 per week or is this how much she has to pay towards her rent? (I know how confusing the letters can be!)

£196 rent per week (£852 x 12 / 52)
Suprised they haven't mentioned finding cheaper accommodation.
I would have thought that having £398 income per week is the reason why only £8.880 -

Child benefit shouldn't count as income - is that definitely the figure for housing benefit, not council tax benefit - the award notices look the same where i live...0 -
It could be something to do with one of the children being 16. She needs to make sure the council know that they are both her dependents and both in full time education (assuming that's the case).
These days LHA doesn't seem to matter, - our council says they base their calculation on the lower of actual rent and LHA.0
