You have to keep ivy under control, otherwise it will just take over. We had ivy in a long privet hedge between us and next door. After a few years of inattention it killed over 50 ft of hedge. We had to grub it all out and replant the hedge, it will be several more years before it grows high enough to provide any privacy.
I can afford anything that I want.
Just so long as I don't want much.

Im probaly going to get slated for saying this but I love ivy , why? well the good points are; its evergreen , it looks lovely when kept under control, it provides so much food for birds and wildlife, butterflies love ivy , wrens love to nest in it, its a good place for birds to roost in when we have severe winters like this year , and its far better than looking at wooden fences or grey walls.!!:D

I'm in this situation and I have to cut it back all the time, I have been told that ivy can be so destructive but I have also been told it strengthens walls...hmmm which one is right?

told it strengthens walls

If that was true , all in 'dicky' houses would be growing ivy .

You could always use ivy killer (ask at your garden centre as it needs heavy duty stuff to kill it) and discreetly apply the stuff to the bottom of the plant on your side of the fence (so it dies from the bottom up and not top down and not raise suspicion ) Unfortunately if you approach your neighbour beforehand and they aren't happy for it to be removed, you have then cooked your goose so to speak and won't then be able to kill it without it being fairly obvious you are responsible.

Watch me get slated for this now! !

Ivy will speed up the decay of a wooden fence because it creates a damper environment. Ivy , usually, won't hurt a wall unless the pointing is very weak (eg old lime mortar) or cracked. It may give a route for vermin to the roof space though.
If you poison the plant you will destroy any relationship you may have had with your neighbour and remember , in civil cases they only have to show 'balance of probability' not 'beyond doubt'.
Whos fence is it? If it is yours then the neighbour cannot use it to grow plants up - the whole fence is yours not just the side facing you.
hope this helps.
