Purchased The Times on Saturday and it had an insert for the new MBNA Platinum Plus Credit Card. It is offering a rate for "Cash Transactions" of 6.9% + 2% handling charge being 9.1% per annum in total. All transactions of whatever type are for 6.9%APR.
