Premium Bonds living abroad

I have recently applied to purchase some UK Premium Bonds and have had my application rejected twice. I am a UK National but now live in Italy and have been told that I have to get a copy of my UK passport signed by a UK lawyer to confirm my identity and secondly I have to supply a Tax code in the country in which I live.
As I don't work here in Italy I rang NS&I and told them this, they told me that I have to contact the tax authorities here in Italy, whom I currently have no dealings with, and ask them to send me a letter saying this???
Has anyone else had similar experiences and is there anyway of investing my money without going to such extreme measures?

They need to verify your identity and address according to the T&C's.

They have a duty to prevent money laudering, which I guess is very prevalent in Italy. Accordingly, I do not believe there is any easy way around these requirements.In case you hadn't already worked it out - the entire global financial system is predicated on the assumption that you're an idiot:cool:0 -
Italy has recently increased its penalties for failure to disclose bank accounts held abroad, so you want to be filing in Italy anyway to avoid penalties.
I suggest you do what N S & I suggest so as to regularise your position.0
