$25 to open a paypal dispute??!!!!

Paypal are charging $25 to open a paypal dispute.
Is this new?
Have sucessfully filed disputes in the past which I do not recall having to pay any processing fees on.
The only difference I can think of is that this seller didn't have the £500 buyer protection icon on his listings which my previous sellers may have had.
Or are all paypal disputes now charged at $25?

It's £15 for a UK dispute through e-bay so the $25 might be for ebay.com

    Paypal disputes are free.

I googled "$25 paypal dispute" and got loads of results, mostly forums. Some people have said buyers are charged if they're not covered by buyer protection, others say Paypal are changing their claim (but not telling them til it's done) to go through e-bay instead.

I don't understand any of it, especially why they are charging UK people on the UK site in dollars and not pounds

Probably because you paid by Paypal but the item didn't have Paypal protection. What you have to do (according to Ebay/Paypal) is raise a dispute with Paypal. They will spot that the item only has Ebay protection and will process the claim as such. Ebay protection has a £15 processing fee which you will be charged. There is also a maximum amount Ebay will pay (I think it is £120). You might be better off raising a chargeback via your credit card company. You will get the whole amount back and no Paypal fee (if successful).

Aha so you only have paypal buyer protection if the £500 icon shows up on the listing?
Never realised this always assumed you had a level of protection (some amount less than £500) when paying via paypal full stop.
Unfortunately I paid via paypal balance rather then CC - a little silly I know.
So looks like I'm gonna have to pay the $25 fee to reclaim my 40 odd quid ;+(

Yes the item needs to specifically have Paypal protection otherwise you have to go through the buyer complaint process (which includes ebay protection).

Bit strange that they want the fee upfront. When I claimed, they deducted £15 from the refunded amount so in your case, you would get back £25 but they would grab the whole £40 from the seller. It's also a bit strange they are charging $25. Are you using the paypal.co.uk website?

Had a read through these (ta v.much) and most likely explanation is the guy has got a paypal .com account and is automatically switching currencies when he recieves payments which would explain the $25 rather than £15 fee... I think.
