Road Legal Quad-Bikes / 2 Seater Buggies

Anyone know the laws stipulating these?

I'm still young at heart and like the style of the 2 seater quad buggies.

There are a lot of people claiming them to be road legal, but what requirements do you need to look for for them to be road legal as it's new territory to me.

Lights, Indicators, Brakes, Reverse, MOT/Tax/Insurance obviously

Are they restricted to HP at all, I'd love to have one for a daily driver because it's different but also because I can go off-road when I'm bored. :D
