Applying early for 2010/2011 loans

As one of my sons loans for 2009/10 isn't properly sorted out yet, I want to get their second year applications in as soon as possible. When can you apply?

Applications opened on the 28th Jaunary. So you can apply now though if your son's application for this year isn't yet completed I'm not sure he'll be able to apply for next years as I think you can only have one application open at a time.
He needs to log on to his account and see if he is able to apply for 10/11.0
