Not really the case ... none of them benefit from the net take. And they spend a lot of time / money on the reasonably frequent Taxback initiatives aimed at pensioners / low paid.
Unfortunately they have little hold over their political masters who make the systems so complex with eg removal of 10% tax band - but then stick in a 10% Savings band. And tax credits based on estimated current income - which inevitably create lots of over/under payments - instead of being based on a known value.
