Is a 'Fair Credit' file really just a 'Bad Credit' file?

I need to open a business bank account and due to a very recent change of address I have fallen into the 'Fair' catagory with Experian. I have no CCJ's or anything but seem to be having problems opening a business bank account. I have £0 debt, 2 current accounts always in the black, 2 savings accounts with savings, so what is going wrong? Is it the recent change of address that would put the bank off? They quote experian as their source and asked me to check with them, and I did and the only adverse thing is 3 searches and the electoral register which is in process.

Can anyone help me, do I need to approach a specific bank?

    I am seeing them on Tuesday, but because it is Halifax their business banking is Lloyds TSB and they don't have access to my accounts with Halifax, so I can see me coming up against the same problem with them.

    I don't thing this is correct. Halifax business banking should still be provided through Bank of Scotland, and the link on their website still suggests this. Personal banking for Halifax and Bank of Scotland can be serviced by any HBOS branch (regardless of brand). I'm not sure if the same applies to business banking - although I would have thought so seeing as HBOS have been merged since 2001.
    Anything I post is my opinion, so from time to time I may be wrong. I try to provide answers based in fact, however I don't know everything, so (like all posters on MSE), take what I say with a pinch of salt.

    Lloyds TSB are part of the bank of scotland group of banks along with Halifax and apparently they take the best services from each and offer as appropriate (thats ewhat the business manager said anyway). I called bank of scotland and Lloyds is who called me back.

    I thought it would be the quicker option to go through my own bank but it seems that it will not be the case as I have to take ID and what not with me.

    Almost, Lloyds TSB and Bank of Scotland (of which Halifax is a brand name) are part of the Lloyds Banking Group. It may very well be the case that Halifax branches are referring custom to Lloyds TSB, however I was not aware of the integration being this far along. Also, I'd assume Halifax would also have existing Bank of Scotland business banking services available in branch, which dates from pre-Lloyds TSB takeover.
    Anything I post is my opinion, so from time to time I may be wrong. I try to provide answers based in fact, however I don't know everything, so (like all posters on MSE), take what I say with a pinch of salt.

    So maybe if I popped into my own branch of Halifax they might be able to help me? I'm not a fan of Llyods since it merged with TSB (or the other way around) and not sure I want to deal with them directly, but I have customers that need invoicing and need to pay and I have to get this sorted ASAP.
