(Compulsory grass cutting? Compulsory hedge cutting?)
We already have that if you dont cut your grass or hedge you can either get a fine or the council will come and do it and bill you!0 -

I don`t remember the council asking me if i wanted my bins emptied they just went ahead and done it,
They never did ask, your parents, or grand parents, asked the council, via the government, to empty their bins back in the 20's.municipal refuse collections its payed through my council tax!
Used to be paid through the rates. The point is, the public demanded that the council empty the bins, and the government forced them to do it.0 -

Assuming thats right its possible to do a round and then clean but will add some extra time to the round.
In the video it takes 30 seconds to clean the inside of the small brown bin. Not counting the time it takes for the man with the hand cleaner to do the rest of the bin.
There is still rubbish left in the first bin in the video, as well as some water which had to be scooped out by hand. There looked to be a pizza box left in the brown bin too!
Further on in the video it says the lid takes 10 seconds to wash.
I think it's going to add a lot of time, compared to just emptying the bin.
As someone already said, it takes them 10 seconds to empty the bin. Add on 10 seconds to clean it and another 10 to clean the lid and you've increased the time by 200%.0 -

Only after the neighbours complain enough, the council don't come round every week or two and do it for you whether you want it done or not.0 -

I think its a wonderful idea getting the Criminals to clean bins out . Right must get that in writing to the MP.
No Seriously instead of putting them inside a cushty cell and web access and tvs and 3 squares a day. I think they should be made to pay back to the community.
Also I have never seen a Community Service crew in action and what exactly is it they do. How about picking up Dog Crud from parks as well.
I always said locking them up is nice and many offenders reoffend soon after - lets give them something to keep them occupied.
Sorry to the Bin Guys who do this as a living but I think we also need to make better use of the Criminals and Punishments.
Make Criminals Pay.
Bring back the Chain Gangs . I am not for Capital Punishment but some good old fashioned work never hurt anyone. Other than their pride.0 -

In defence of the really good wheelie bin cleaners out there; getting community service people to do this is a real waste of time.
A decent bin cleaner will do about 200 bins a day without causing any pollution and using a minimum of water. There is a lot of frustration as they have to work out where the bin wagon is - they don't just follow it around. And the refuse collectors around where we live do not do their rounds in the same order each week. Despite this, they still manage to do the work and it is done very efficiently.
Now get this work done by someone on community service. They'll need supervising to ensure that they don't damage property or themselves. There's no financial incentive for the supervisor to do as many bins in a day as possible - and then you've got to pay their wages. I wouldn't want an irresponsible person in charge of a machine that will throw out 150 bar of water pressure unsupervised.
So, again, as mentioned in previous posts. Where is the money going to come from to pay for something that some people are quite prepared to pay for but others aren't. A bin cleaner charges £2 - £3 per clean based on 26 cleans a year. As community service people likely will not do as many a day - the cost could be higher. Do you want to pay an extra £100 on your council tax a year?

I wouldn't like our local bin men to attempt to clean the bins when they can't even be bothered to pick up spilt cat litter and glass which they just drop and walk away from.0
