Gas Pipe alterations - who is right?

We live in a first floor flat and our gas supply comes into the house at ceiling height into our bathroom.
We would like to have this pipe cut down to enter the house at floor level so it can be boxed in with the other pipes in the house.
We asked our gas fitter if he would do the work when he was fitting the new heating and he said that he couldnt do it and that we would have to get transco or someone like that to do the work.
So we applied to SGN who own our pipes and have been told by their surveyor that they only work up to the meter (which is outside on the ground floor of the property) - and that pipe alterations after the meter can be done by any gas engineer with a gas safe registration.
So who is right?
