Window Locks

Living in a privately rented house with upvc windows and doors, the windows upstairs are long and slim, the window sill is approx a 'ft from floor level.

I initially asked the landlord if he had the keys for the window locks that are already there and was told that because the house is old and he has had so many tenants over the years they have gone missing.

My two DD's are 3&4 and up until now have never gone near the windows but i just caught them with the window open and them leaning out to see who was at the front door :eek::eek: They have just been told off and are currently spending 10minutes in their bed thinking about what they have done!

How easy is something like that to fit?

Also is there anything i can buy to stop the window being opened all the way?

TIA
