I was looking at some new builds. One is on offer for 150k. With new builds can you offer a lower price like 10% off or do they only accept the full amount?

New builds do tend to be in demand, but you can offer what you like really. Other tactics include getting things included and choosing things before they go in, like the kitchen design etc. Good luck.0

Are you buying off-plan or is the property build and standing empty? People seem to get the best discount when the property is already built, especially when most the other houses are sold and the builders have finished building the estate. You can offer any price you like, worst that can happen is they say no. If they're refusing to budge on the price and you're happy paying it, try and get freebies thrown in like free carpets, turf, or stand duty paid.
