switching

As I have no replies to my last thread, can I ask for help please regarding switching suppliers,
I am a tennant in commercial premises. I have a contract in place with a new supplier with a different tennants name due to start 1/2/10.
However I belive because I have a debt with my currant supplier, they will not release me to allow the switch to go ahead.
My question is will I or the new Tennat be liable for the standing charge, or any other charge with the new supplier, for not being able to make the switch ??
This has been arranged for us both by a third party and I have not done anything like this before. So I am gratefull for any advice.
