Service not provided after paying by Visa debit card, what to do?

Hi,
My friend ordered for a service regarding auditing his own company (he is a contractor in IT). He paid through the service providing company's website using his VISA Debit card for the amount of 45 GBP. They took the money promptly and since then they are not responding to his phone calls or emails. He has sent a complaint letter through recorded delivery and even after receiving it there is no response.
Whats is the right way to proceed to get the money back? Any advice would be well appreciated.

As the amount is under £100 you might be able to reclaim it as a 'Visa Chargeback', which is offered on some Visa debit cards.
You need to get in touch with your debit card issuer, e.g. your bank.
I'd suggest Googling 'Visa Chargeback' first though and reading up on a bit to find out if you're likely to be covered.
I think I read somewhere it depends on the bank whether Visa chargeback is offered on a Visa debit card or not - unlike Section 75 on credit cards which is offered under law on all credit cards.0
