You could measure humidity by getting two thermometers, wrap the bulb of one in damp cotton wool, tie the thermometers to a piece of string and whirl them around your head until the temperatures of the two thermometers stabilise.

You then use a psychrometric chart to read off the humidity.

Just wondering why you want a hygrometer?

You can pick up cheap digital "room" units for about £10, but they are not that accurate.

If you intend to use one for testing anything damp related, then a reading alone may not be much use
