New Line Advice Needed

Hi,
I am moving house tomorrow so thought I would set up my phone line.
On contacting BT they say that their is a phone line there but it is provided by someone else so I will have to pay BT £125 just to get the line connected with them. The couldnt tell me who the line was connected with at the moment.
So, is there any way to find out? Am I really going to be stuck with paying £125 which I cannot afford for a line that has a dial tone? It just seems a very unfair charge.
Any help or advice appreciated

Additionally I would like to go with Sky, but I cannot find anything on the Sky site that says they still do phone line connections.
Does anyone know if Sky still do new phone line connections and if so either a web address or a phone number?

yes they still do install landlines i spoke to them last week in a tesco branch sorry dont have number at moment though.0
