Possible refund on windows when purchasing PC

Quite an interesting read, and not something I had heard of (or even thought possible) until today.

http://www.linux.com/archive/feed/59381

Basically, a person purchased a desktop from Dell, replaced his preinstalled version of windows for a version of linux (without activating it), and wanted a refund of the cost of windows. After much negotiation, Dell agreed to refund an amount ($50 or so) back to his credit card.

Article is american, but references that at least one person has managed same thing in UK.

Why not just buy the thing without an operating system in the first place?
