Can you get a UK bank account if you don't 'exist'

What if you were born in England, so have a British passport, but have lived in say, Sri Lanka or Timbuktoo since you were a little baby... so you don't exist on any electoral rolls (banks check the UK electorall roll for credit scoring)

[Suppose you just want a basic 'cash only' account so you don't need credit/overdraft etc.]

I understand they still want to credit check you. Why? So they can be sure they can whack you with those £30 fines for failed direct debits etc.!

Also, I've heard it's to stop 'money laundering'

    No you can't.

    You need to have a UK address for starters.

    What if you are starting uni?

    you need

    -proof of id (passport)

    - Proof of address (BT phone bill, electricity bill etc)

    I was born in England, have a british passport, and lived for almost all my childhood in Italy (ok, so not Timbuktoo..). I came back to the UK for university, had my passport, address at my Oxford college and proof of my place and had no trouble at all opening my first uk bank account, including getting a debit card, credit card and cheque book, and student overdraft.

    Why not go find a general forum for all of this? Mostly the threads have no real moneysaving value. Come on, you have told us elsewhere you are 25, you really should have quit with this sort of thing 10 years ago.

    I think the entire credit scoring system is very simplistic - it is based only on name and an address.
