How do I fix this - Radiator?

I've moved into a house and discovered that the previous owner had removed the valve(?) to be able to fit a wooden cover over the radiator.
How do I fix this so I can turn the radiator on?

    The picture shows the thermostatic head removed so the valve is always fully open. The valve at the other end might be turned off though.

    I've just checked the other end and noticed that there is a off and on - I turned it on and the heat flowed through. I just assumed that with the part missing the radiator would not work.
