    It's against regulations to charge money from an under 18 call.

    I worked for a company years ago that hd to pay back over 2k to a lad's father when he complained that his son had rung up this bill chatting to his operators, because the lad was under 18 it was far wiser to pay all the cost of the calls back than risk being reported to ICSTIS as it was called then.

    Not many people know this.

    How does the telecoms company prove that the call was made by an adult then (or how does the a/c holder prove that it wasn't)?
    Surely if this were so, people would just dial away and then claim that their children had made these calls and so they were not liable. Where does the burden of proof lie?

    Premium Rate and International call bars have always been separate.

    It is also worth remembering that if a burglar breaks into your house and dials premium rate lines, you are still liable for all the calls made, whether he was under 18 or not.

    If that's not a good reason to have 09 call barring by default, I don't know what is!

    Stop his pocket money or make him do jobs round the house and in the garden until he’s paid you back in cash or kind for the £64. Hopefully that will teach him a sense of responsibility and he won’t do it again.
