New House..Everything Disconnected.. HELP Needed

Hey, I am currently looking to buy my very first home... a daunting task. I found a good deal, however, the home report states that:
The electricity supply, gas supply, water supply and central heating system have all been disconnected and need to be fully checked, tested and installed by a qualified contractor.
firstly, is this standard?
is it a costly job and would you recommend buying a house with these conditions?

Welcome to MSE.
House purchase is daunting and a homebuyers report is not the best survey to request. A full structural survey from an independent surveyor is usually a much better option.
As none of the items have been tested then you have no idea what these items will cost you if they have problems. Worst case scenario is the whole lot will need to be replaced and this will be expensive. Nevertheless this need not put you off the house. It would be a good negotiating factor in reducing the amount you pay for it.
To ascertain the condition of these systems you are going to need a report from an electrician, plumber and registered gas installer if the plumber is not qualified to work on gas.
You also need to know that the house is structurally sound. I doubt the home report covers this. If it doesn't then I strongly advise you consider having a structural survey done.0 -

If so, quite standard. Depending on the condition, it's usually simply a case on turning on the supplies at the appropriate main switch/isolator/stopcock ... but obviously at your own risk, hence why they cover their behinds by saying employ a professional who'll do it for you for a £60-£100 call out fee each.
