Loft insulation

Hi,
I have recently ordered some insulation through the npower-build center deal and have went up into the loft to check out what was needed. It was bloody freezing up there!!!
There seems to be vents or grates along the very edge of the loft meaning that I can see outside and there is nothing to stop the wind and every other thing getting in and out.
Do these "vents " need to be kepy clear or can I board them up somehow???
Its an ex local authority house from the 60's I think with a poured concrete construction.

Make sure you keep the vents clear. They allow a through flow of air into the lof space and stop moisture building up.Eat vegetables and fear no creditors, rather than eat duck and hide.0

It's meant to be cold up there. Any heat in your loft has come from your house below and is being wasted, hence the point of extra insulation. The ventilation is necessary for the structure.No free lunch, and no free laptop

Believe me its a lot better doing it when its cold, than when its hot during the summer. At least in winter you don't mind wearing plenty of clothes and a mask to keep warm and keep the fibres out. In summer its hell because you are either too hot with all the protection or itching like crazy if you wear less stuff!Adventure before Dementia!0

The whole point of insulation is to keep the roof space cold by preventing the loss of heat from the house. The cross draught will have no effect on the habitable rooms of the house but will reduce the tendency to condensation on the underside of the roof.
The top up insulation that I fitted last year came with a polythene layer over it. So there was absolutely no problem with skin irritation. I think it came from Wickes on a half price offer.I can afford anything that I want.
Just so long as I don't want much.0
