Bogus bank charge refunds

I am sure like many of you,I have been plagued by companies stating that they can reclaim bank charges on my behalf . And I have to admit to paying Reclaim Expert for one of their packs. However I never persued this as unfortunately I had to take out an IVA in May of last year and assumed that I would not be entitled to claim any charges back.
Last week I received a call from an asian guy calling himself Roger( i didn't catch the surname) claiming to be from Credit Expert saying that I was entitled to £2308 refund of bank charges. I explained about the IVA etc, he said that the company had checked with Experian and as I have not defaulted on any payments I was still entitled to the money. He then went on to say that the amount was actually taxable to the sum of about £475 or I could make a charitable donation of £165 by debit card or at the post office. I tried to explain that the very nature of an IVA meant that I did not have £165 to spare . As you would expect he had an answer for everything saying that the money would be transfered into my bank within 15 minutes fo the £165 payment or a chq delivered by Fed Ex the next day. I explained I did not have the money to do it that day and the conversation ended.
Yesterday he rang back. Briefly went over whole of previous phone call.
I told him I thought it was a scam blah blah blah he gave me a customer service number 02032394526 (which I have not tried ) and his ext 9617.
I questioned him about a post office payment, and get this, the payment is by money gram to a FINNY JACOB, DELHI, INDIA.
I am not going mad am I ? This surely cannot be anything other than a scam, can it?
Has anyone else heard from these people?

Scam or otherwise, for a person who appears to be in financial dire straits, why even entertain the thought of spending money on something you can do yourself for free?

Like I said I don't think I will be able to reclaim them being in an IVA, but thanks for the info, I'll gve it a try.0
